This particular piece is a beautiful Floral Handle Tea Strainer with heavy Repousse' design in what looks like the Baltimore pattern.  It has Roses and Leaves  with abundance including standard Roses and the Old Rose as well.  The pieces come in Pristine condition and is marked with the Scarce Crown over a B hallmark.  This sweet strainer 7 1/8" long and about 3.25" wide.  This Beautiful piece ranges from the late 1890's - 1904  as 1904 was when the company became " The Stieff Co" of Baltimore MD and used a different hallmark

A small bit of info on the pattern provided by the Curator of The Stieff Co . c o m
This is the BSSCO pattern "BALTIMORE" which was made from 1893 to 1905. It is the same pattern as the KLANK pattern "Hand Chased Rose" which most know as a Schofield pattern starting in 1905 (Heer-Schofield bought Conrad Klank & Sons in 1905 when they went belly up). But BSSCO was formed from the ashes of Conrads brother.. George Klank, who was also making the pattern, and Chas. Stieff renamed it "Baltimore" and made if for a good number of years.
The pattern is also the "root" of the 1892 that Stieff would later claim was the year Stieff Rose was started... when it was really debuted in JUNE 1900. Frank Schofield cut the dies for Stieff Rose (Maryland) and he did not arrive in the city until 1899, and worked for Chas. Stieff as a die cutter. So, when they wanted more "history" for the pattern, in the "teens" they just stretched the truth a bit. Actually NO silver was made in 1892, as the firm (aka Florence Silver Co) was chartered in Dec.  1892 and no time to start making silver until 1893.... and that was for Chas. Stieff wholesale business.
